NYC Local Law 87 Amendment

There is an amendment in place with new requirements for NYC Local Law 87.  Do not take a chance with firms that don't have the proper credentials.  

Approved Agency Qualifications

 All individuals performing or supervising the Energy Audit and Retro-commissioning studies for inclusion in an Energy Efficiency Report must be either a registered design professional (a Professional Engineer or Registered Architect licensed in the state of New York) with the appropriate qualifications for Energy Audits or Retro-commissioning services.

Individuals performing energy audits and retro-commissioning CANNOT be on the staff of the building being audited or retro-commissioned.

New Standards Required for NYC Local Law 87

NYC Local Law 87 Now Requires The Implementaiton Of The Following Standards:

ASHRAE Standard 211-Commercial Building Energy Audits

NEBB Standard 120-Technical Retro-Commissioning Of Existing Buildings

Data Logger Testing For Steam Distribution Is Now Mandatory

Steam System As-Built Drawings Are Now Required

Mandatory Test Equipment Calibration Requirements

Local Law 97

NYC Local Law 97 Carbon Emissions

New requirements goes into effect that limits a buildings CO2 emissions.  There are penalties for exceeding the limits.  Starting in 2025 every building over 25,000 sqft will have an assigned carbon emissions limit based on occupancy group.  Exceeding the limit will result in a carbon penalty of $268 mtCO2e.  There is an alternative path for not-for-profit and builidngs with rent stabilized units. 


A Registered Design Professional (NYC Licensed Professional Engineer, PE or NYS Registered Architecht, RA) would have to be engaged to perform the filing.  


The current NYC Benchmarking Laws will likely be rolled into this new law.
